Mike Bailey

President/CEO

Mike Bailey is a recognized leader in the Oil and Gas Industry. For more than 24 years, Mike’s been working in the pipeline industry, always going the distance to keep his clients happy with projects that are completed on time and on budget. He’s acted as operations manager and has been the project director and project manager for major projects throughout the United States.
Thanks to his long history in the oil and gas industry, Mike knows what it takes to successfully complete a project from inception to commissioning. He is knowledgeable of FERC regulations as it relates to environmental, right of way, route analysis and variance, and construction activities. Mike has also managed thousands of miles of gathering systems in most of the major shale plays.

Mark Robinson

Sr. Vice President/CFO

Mark Robinson has more than 30 years of successful experience in the engineering and construction industry. He has extensive experience with route selection, survey, engineering design and right of way coordination for trunk lines, lateral lines, and liquids pipelines. Mark is also experienced with gathering systems, compressor stations, interconnect projects, and facilities.
Mark has held roles as a Project and Engineering Manager for numerous pipeline projects. Additionally, Mark has also worked as Controls Manager for several large diameter cross country projects where he was responsible for project financial and schedule control, while coordinating project cost evaluation of procurement and construction contracts. As a senior manager, Mark understands all aspects of large and small pipeline projects and can provide valuable expertise in management oversite, route evaluation, constructability and inspection as well as environmental remediation, survey and drafting requirements.

Laz Machen

Sr. Vice President/COO

Laz Machen is a Louisiana Licensed Professional Surveyor with over 35 years of project coordination and management, project surveying and drafting experience. This experience includes preliminary and as-built survey, drafting and project management of pipelines, meter and regulation stations, cogeneration plants, property surveys and compressor stations using Total Stations, Hewlett Packard 48 to TSC Data collectors and GPS Receivers. Laz is thoroughly familiar with the software utilized within the industry including AutoCAD 9 through 2020, Civil 3D, Soft Desk 8, LDD Civil, Eagle Point and Arc GIS.

Through Laz’s years of successful experience in the industry, he has developed a network of qualified Professional Land Surveyors and field survey personnel that gives PPS the ability to execute work across the United States and to staff and mobilize projects quickly.

Allen Modisette

Vice President PPS Land, LLC

Allen Modisette joined with PPS to form PPS Land in 2019 to provide clients with full-
service acquisition capabilities for Land and Right of Way. For the past 13 years, Allen
has devoted himself full time as an agent, project and group manager dedicated to
negotiations and acquisitions for the oil and gas industry. Allen’s experience includes
the Haynesville Shale, Eagle Ford Shale, Woodford Shale, and Permian Basin. As
senior manager he expeditiously executes projects while maintaining economic
efficiency. Allen recruits and manages all the company land representatives and
contract land agents required to meet client requirements. Before devoting his work
fulltime to oil and gas, Allen served in the timber industry as a forester where he
mastered his skill set in management and negotiation.

Jon Raper

Vice President PPS Business Intelligence, LLC

Jon leads the GIS / sUAS group. Graduating with a bachelor’s degree in GIS from Louisiana Tech University in 2004, Jon brings 17 years of experience in the Oil and Gas Industry. Jon is an expert in numerous GIS / sUAS Software applications and highly skilled at developing custom tools and software to meet client specific requirements with the vast capabilities that GIS / sUAS has to offer. Jon is an experienced instructor, having taught GIS at La Tech, provided training to GIS subordinate staff, and providing client training on various available GIS / sUAS software and custom applications. Whether implementing a news GIS / sUAS system or working to streamline or expand clients existing systems, Jon Raper specializes in listening to client’s needs and then implementing cost effective GIS / sUAS solutions. Jon’s specialties include SDE and ArcServer infrastructure, ArcGIS Online / Portal applications, extensive X and L Band satellite experience, GIS / sUAS applications for slip monitoring and ROW patrol and methane leak detection using sUAS.
